  1. UPK Mixed Delivery Quality and Access Identifying Barriers: What are the
barriers programs face in implementing Quality and increasing Access through
    Mixed Delivery?
  • The Workgroup will explore the following overarching questions through a
combination of presentations, facilitated discussions, and public comment.
    a. What barriers prevent programs within California’s mixed delivery system
from implementing high-quality universal preschool programs (pursuant to Education Code Section 8203)? How can these barriers be addressed?
    b. What elements of current preschool program standards contribute to the
    barriers?

I was out last meeting but I do want to flag that less than 10% of are family childcare providers are members of FCCHNs.

We will now review the report and recommendation development process and timeline.

Thank you.

As we move forward we need to figure out how to best market UPK MDS and all available parent choice options available to families while ensuring that not one model is made to appear as higher quality than another. Hence why we should build off of the great work and foundation that QCC offers.

Maggie made reference to the link on the bottom of the timeline and I thought she said the framework for the report was there; but, I must be overlooking the information - will you please provide an explanation for that link again - thank you.

Thanks to all of the workgroup members who asked good questions about the recommendation process and for the transparency around the process. My one comment is that I think we should avoid a false dichotomy between the expert presentations and practitioner voices. We had several great expert presentations, including those from Catalyst and Every Child, who brought forward research on family and practitioner experiences. Research can be a tool to elevate and represent the voices of California’s diverse perspectives, including those individuals who aren’t able to attend these meetings.

I agree and I think it would be beneficial to have a presentation on QCC and participation levels across counties and demographics of providers and children in the programs - I worry that given some of the differences in implementation there may not be a fair foundation for consideration

We are now on the presentation on Program Monitoring (Program Quality Improvement).

We will have a presentation on QCC and Child Outcomes next month - we can ask for some of that participation level setting as part of that presentation

What is the difference between ratio:

Adult- Child 1-8

Teacher- child 24-1

I am not sure what the difference is between the terms Adult and Teacher?

CDE wants to clarify that what Hanna said is correct. We are thinking of the experts as not just research and academic but also all the parents and providers we have had as presenters on our previous and upcoming panels.
