In a classroom of 24, that means you have 1 qualified teacher and in addition 2 other qualified adults for the position they hold. There are nuances between T-22 (LIC) and T-5 (former title since now these regs are under WIC CDSS).

The Teacher is referring to someone that meets the staffing qualifications for a fully qualified Teacher in CSPP. Adults are the persons counted in the ratio that just meet the definition of an adult. For CSPP, all children and adults are required to be supervised by a fully qualified Teacher.
Thank you. But, does that mean that teachers who are in a classroom or district program will have 1:8 ratio? I know it is very difficult to get help and now it looks more like the ratio is 1:12. One teacher and One aid? How will we make sure we follow the 1:8 ratio?
CDE/CDSS-funded child development programs have quality requirements and monitoring to support quality maintenance. Transitional Kindergarten, the largest funded model for UPK delivery, has minimal early childhood quality standards. Many early childhood education programs across the state participate in QCC. CSPP programs are required to use the ECERS and are moving towards CLASS, while TK does not use quality assessment tools. There are no tools to measure the quality required for Transitional Kindergarten. This is unbalanced; quality standards and measures should be described in legislation across the whole UPK Mixed Delivery Model, not just certain programs.

Just wanted to add in some clarification that the regulations for CSPP are still in Title 5 and have not been moved to WIC/CDSS. You can find the regulations for CSPP in Chapter 18.5 of The California Code of Regulations, Title 5.

When âcontractorâ is stated, it is referencing the FCCHEN agency that contracts with the CDE.
CSPP and FECHEN are required to complete the Desired Results Developmental Profile and to use DRDP Online without the choice to use an alternative tool. Transitional Kindergarten is not required to use the Desired Results Developmental Profile and can choose the assessment tools that meet the need of their district. This is not equitable across the UPK Mixed Delivery System

The âcontractorâ means a school district, community college district, college or university, county superintendent of schools, county, city, public agency, private nontax-exempt agency, private tax-exempt agency, or other entity that is authorized to establish, maintain, or operate CSPP services. When discussing FCCHENs, the FCCHEN agency is the âcontractorâ because they are the agency that contracts with CDE and the family childcare home providers are âprovidersâ.

Do Child Care Providers NEED to be connected to a FCCHEN? What need or gap is a FCCHEN meeting - Is this infrastructure another piece in the Early Care and Education puzzle that is actually needed? Wording like âencourageâ and âconsiderâ joining a FCHHEN seem like it is NOT required to participate for providers? and why is CDE âcommittedâ to increase the number of FCCHENs across the state? whatâs the benefit to CDE? Sorry, many questions popped up as presentations were read.
