In order to provide CSPP services, the Family Childcare Home Provider would need to be connected through a CSPP contractor that offers services through a CSPP FCCHEN. We are encouraging contractors to offer services through a CSPP FCCHEN as we know that FCC providers are valuable members of the early education community, providing an array of services that may not otherwise be available to families, and to ensure families have equitable access to subsidized early education services in an environment of their choosing and that meet the needs of the children and families served.

contractor is the term used for agencies contracting with the state of California for a variety of programs; for example, CSPP, CCTR, CAPP, CMIG, CHAN, etc.
FCCHN or FCCHEN is a service delivery model that can be used under the contract types listed above.
FCCNH or FCCHEN is the delivery model required in the CFCC contract.
Providers that partner with FCCHN receive the same compensation (sometimes less) while requiring more. It is frustrating to see the words “encourage” or “consider” as it is not for a lack of want but rather there are additional requirements such as
Compensation first and foremost is the problem. Additionally, Preschool FCCHN needs to be approached differently than preschool, to better meet not just the workers but the families accessing these resources. That is not currently the mindset, which is why so many providers are less inclined to participate.
So, if a district has a state preschool program- they will apply for funding through a different system and not on the district budget.

Isn’t it true that as a CSPP Direct Contractor, we can “sub-contract” with Family Child Care providers who are not in an FCCHEN to provide CSPP services, just as we do with other CBO preschool providers? This is an option for FCC providers who do not have a local FCCHEN
There are currently 3 CBOs and 2 LEAs offering CSPP services through the FCCHEN model, with three of those just beginning to provide services through the FCCHEN model in the past two years. Some of the key barriers would be that for a very long time there were only 2 CSPP FCCHENs which had limited capacity based on contract funding. We’re hopeful that these numbers will increase. Additionally, based on conversations with these contractors, the requirement for the provider to hold a child development permit can also be a barrier.
I am not seeing how children with special needs in a non -district setting will get support? How will these students get the specialized services they need to access education?

In order for family childcare home providers to provide CSPP services to families, they are required to be part of a FCCHEN. The contractor could subcontract with a FCCHEN agency that has a network of providers, but only FCCHEN agencies can contract with providers.
Having to do the DRDP as a special ed teacher is cumbersome. Since our students have an IEP and developmentally appropriate goals are part of the IEP; it is just cumbersome to have to update goals ( 3-4 times. a year) and twice a year complete ,the DRDP. My 2 cents and my colleagues perceptions. Thanks
