June Workgroup Meeting Discourse Channel

Our county has experienced frustrations with districts moving forward with plans without including preschool/afterschool programs. Then with programs operating classrooms on district campuses, they have been told that if they do not serve TK in afterschool for extended learning, they will potentially not receive a renewal of their facility usage agreements and could potentially lose their facilities.

I understand that the DRDP is required I was just stating how it can be cunbersone :slight_smile:

This definitely sounds like an opportunity for advocacy which could come through LPCs. As a grant holder for the UPK Mixed Delivery Grant, advocacy efforts could be considered implementation and therefore not covered under this planning grant. I know we are getting very creative and blending funding to make things happen and that may be a consideration for your local LPC

The model Kim Wong is describing for FCCHENs is inspiring, particularly how they are working as a system to ensure continuity of care for children and best-fit environment across FCCs, centers, TK and K. I’d like to learn more about the system that facilitates that collaboration.

Would love to know how they individualize the supports in FCC programs. Very often the needs of FCC caregivers are not individualize leaving providers that may be more advance left out and the focus is placed on programs that need more supports.

Would the LPC also sign off as if it were site relocation funding to identify correlation to zip code priorities?

I am concerned about the increasing use of the CDA in California when we have a robust community college system. While I recognize that the CDA is bringing in the workforce. I am worried about lowering the qualifications of ECE teachers. I would like to hear more about the CDA

Would you please clarify for me? Do you mean in addition the CDE approving a contractor to utilize contract funds to provide services through a CSPP FCCHEN the LPC would sign off?

Agreed! We must LEVERAGE infrastructures already present such as the Help Me Grow systems across the state. The recommendation would be to have parameters in place to have entities/agencies already providing these specific wrap-around services to have a first-right-of-refusal to be partners in the implementation of a mixed-delivery system.

of course - when a CSPP or state-funded operator wished to expand their program and/or relocate slots, they had to complete a site relocation request to LPCs and the LPC had to provide the zip code priority assigned to the new area - if a CSPP contract expanded to have a FCCN would that same process be used to identify where funding is being utilized?

I don’t want to speak for Mei, but I think she was also uplifting was the need to find effective ways to recruit new talent into the field and to help them to see it as an attractive option. I think her point was that we’re investing so much time and effort into maintaining and building the quality of our programs, but might not have the individuals to staff them.

Recommendation: The experts and the practitioners have confirmed it as part of the presentations offered to the Workgroup, we need funding to ensure we have a well-paid, well-prepared, appropriate workforce to implement any and all recommendations the workgroup provides.

Money is key to this workgroup 's charge and successful implementation even if unfunded. We basically have a unfunded charge. We can add to the report the challenge with workgroup implementation without adequate funding for staffing and supports.

I agree. Here on the Hoopa reservation we have a community college site, but staff are still maintaining the CDA instead of getting a degree. I would like to see more early childhood workers take advantage of the junior college, and get their AS degrees.
