This is a good point! As an unintended consequence of TK expansion, we see an increase in districts agreeing to provide services to children enrolled in community-based preschools, as they offer services for pre-k children in the TK classroom. The community-based pre-k is now considered a “private school” , and the family will not receive an IEP if they do not agree to the offer of TK at the district. This impacts parent choice as families need to choose between TK , to the preschool program. It is also putting community-based programs in a situation where they are continuing to serve children with disabilities who will not receive an IEP, on top of increased requirements to serve children with active IEP’s. Community-based organizations are being told they will need to find and provide their own services for children with disabilities because they are now considered " a private school".

Hi there,
All expansion funding for CSPP can be used for FCCHENs. However, depending on the type of funding (prop-98 or general fund) would determine which types of agencies can apply for that specific type of funding. Prop-98 funding is only available to LEAs, and general fund expansion funds are available to CBOs. Depending on if the FCCHEN agency is an LEA or a CBO would determine if they could apply themselves or if they would need to get another agency to apply for the funding and subcontract with the contracting agency to provide services through a FCCHEN.

How come core program hours for 3 year olds seems longer? If I heard correctly- 4 -6 hours for four year olds. 6 hours for 3 year olds?

It sounds like advocacy within our Local Planning Council is needed to encourage agencies eligible to apply for a FCCHEN contract to do so when non-prop 98 CSPP expansion is released in our counties.

In order for family childcare home providers to provide CSPP services, they would need to be connected to a FCCHEN. The CDE is committed to increasing the number of FCCHENs across the state to improve access to CSPP in areas where there is not currently access.

The workgroup will now discuss the presentations on Implementation Experience. Workgroup members are invited to share their thoughts here, in addition to the conversation happening in the meeting, and can indicate support or agreement with emergent thoughts and recommendations posted here by using the heart feature under each comment.

The CDE, EED in coordination with the UPK Mixed Delivery System workgroup is developing a presentation for Family Childcare Home Providers to inform them of the opportunities for participation in a CSPP FCCHEN that will include both the responsibilities of the CSPP contractor to support providers affiliated with the network, and the roles and responsibilities of providers when providing services through the CSPP FCCHEN.

In order to provide services through a CSPP FCCHEN your agency would need to be approved to utilize a portion of the CSPP contract funds to do so. You’d need to submit a program narrative change that describes the network services your agency would provide and the portion of funds allocated to operate a CSPP FCCHEN would show as a contract amendment. I would like to thank the presenters for all of their work and their informative presentations. I would also like to express my support for several of the recommendations shared, including the recommendation around providing stipends and incentives to support multilingual staff. We know how important and beneficial it is to have a language match between staff and children. In addition, expanding DRDP trainings and resources in other languages, as well as financial assistance and flexible acedemic program moidels and workforce pathways.

To entice more family child care providers to provide CSPP, and looking beyond the purview of the Master Plan, how do we better compensate them for their existing skilled work? Compensation is the primary incentive for expanding FCCHEN.

I also wonder about barriers for FCC as the P-3 credential roles out - how might the P-3 credential impact qualifications in CSPP in the future, particularly by those operated by LEAs?

Mei Hua Fu’s comment is spot on. We are listening to recommendations from experts, it will be crucial to provide examples of how to implement all final recommendations in a real-life, best practice approach that are relatable to the focused audiences of center and home based providers, etc.

To Tony’s point, can we utilize child development specialists, and assign them to family child care providers to support with IFPs/IEPs and other programmatic areas as enhanced/ wrap supports? FCCHENs, ideally will have similar supports as a LEA-based CSPP.

The LPC could also advocate and encourage current CSPP contractors to request approval to use existing CSPP contract funds to provide services through a FCCHEN. Contractors can reach out to their assigned PQI office regional consultant for technical assistance.

Thank you all for your input. Special Education is very complicated and there are many avenues that come up. I do appreciate all the input. I do think we need another workgroup to go over this :slight_smile:

Yes! And this work directly aligns with the UPK Mixed Delivery Grant being awarded primarily to LPC’s. This is a possible avenue to meet the needs of families who need extended or non-standard hours of care.

The PK-3 Credential is specifically for staff that teach in TK-3rd grade programs and are funded by the local LEA for elementary services that require a credential. State preschool programs are funded through CDE on a contract basis providing preschool services. Preschool teachers are required to have a permit or a credential option to obtain the permit. The PK-3 Credential will be another option to teach TK-grade 3.

We are now moving into the Implementer Panel, to hear directly from implementers about their experiences in the field and barriers to implementing high-quality programs.

The CDE would like to explain why the DRDP is required for all preschool children with an IEP, this is because it is a federal US ED OSEP requirement to collect the information on all preschoolers with IEPS, which then is aggregated and included in our Annual Performance Report to OSEP.
